Budget billing (equal pay) is calculated from an established customer that has lived at one address for a calendar year. Budget billing is calculated in September with the first payment on budget billing being due October 20th.
At the end of the 12 month period of time, if the customer owes:
You can pay the balance due off and start with a new budget billing amount
Or you can spread the balance over the next 12 months within the new budget billing amount
At the end of the 12 month period of time, if the customer has a credit:
The customer may request a refund of the credit balance and start over on a new budget billing amount
Or choose not to pay the September 20th bill, have the credit applied to that bill, and in October start with a new budget billing amount
Or spread that credit over the next 12 months to lower the overall budget billing amount
